根据国家留学基金委通知精神,为服务国家战略需求,促进我校“双一流”建设发展,现启动我校中国政府奖学金“高校研究生”项目的报名推荐工作。
一、申请条件
1.申请人须为外籍人士,原则上应为境外新生,也可择优推荐在读的应届本科毕业生和应届硕士毕业生。
2.申请人须符合《中国政府奖学金招生简章》中有关要求。选择以中文为教学语言的申请人,中文水平须达到《汉语水平考试》四级(HSK4)。曾使用中文为教学语言获得中国高校学位的,无须提供《汉语水平考试》(HSK)证明。
3.申请人在系统上传资料前须已获得我校国际交流合作处出具的预录取通知书。
二、申请要求
1.参照《中国政府奖学金来华留学管理信息系统申请人用户操作说明》(附件1)和《中国政府奖学金申请材料清单》(附件2)要求,在系统中提交全部申请材料,请一定仔细阅读附件要求,务必严格按照操作说明进行申请,否则可能导致申请失败。除汉语、英语以外其他语种的申请材料,须提供英文翻译件。《外国人体格检查表》须严格按要求填写。
2.我校将单独组织评审,请准备好个人介绍短视频。不超过5分钟,用中文或英语对自身学术背景、学习计划、个人特长、毕业后的安排进行简要陈述,并将视频于2022年4月10日之前发送至study@hunnu.edu.cn,邮件请以护照名字和护照号命名。
3.中国政府奖学金生不得同时享受中国各级政府和录取院校设立的其他奖学金(不含各类一次性奖学金)的资助,一经发现,其中国政府奖学金资格将予以取消,并须退还已领取的中国政府奖学金。刻意隐瞒资助情况的,除取消资格,其3年内不允许申请中国政府奖学金。
三、申请流程
1.申请人通过“留学中国”网站(http://www.campuschina.org)或我校网站(https://oiec.hunnu.edu.cn/info/1061/3216.htm)查阅院校及相关专业信息,确定申请专业。
2.申请人联系国际交流合作处获取预录取。
3.申请人需加入我校CSC高校研究生项目申请群,我校负责老师将在群内解答各类申请咨询。请发邮件至邮箱study@hunnu.edu.cn获取入群二维码。
4.申请人登录“中国政府奖学金来华留学管理信息系统”(https://studyinchina.csc.edu.cn/),在线填写《中国政府奖学金申请表》并提交所需申请材料(材料清单见附件2)。
5.申请人须于2022年4月10日前在系统内完成个人网上申报,逾期不予受理。
6.我校将于2022年4月20日前组织评审,对符合要求的申请人进行考察,内容包括:学习计划、学习成绩、科研能力、语言水平、健康状况、无犯罪记录情况等。
7.我校于2022年4月24日前在系统内完成推荐并将最终推荐名单上报留学基金委。

(Notice on) Application for 2022/2023 Chinese Government Scholarship Hunan Normal University International Graduate Program
As one of the key universities listed in the national Double First Class Initiative, Hunan Normal University (HNNU) has been mandated by the China Scholarship Council (CSC) to accept application for 2022/2023 Chinese Government Scholarship (hereinafter referred to as CGS) International Graduate Program.
I. Application Eligibility
1. Applicants must be non-Chinese citizens who are, in principle, currently residing overseas and not on a graduate program. (This year’s international graduands from bachelor’s and master’s programs in China are also recommended for the scholarship based on merit.)
2. Applicants shall meet requirements specified by the Application Guide for Chinese Government Scholarship. Applicants must have passed the HSK (Level 4) when applying for a Chinese-taught postgraduate program. Degree holders from Chinese-taught bachelor’s and master’s programs at Chinese universities are not required to provide a Chinese proficiency certificate (HSK).
3. Applicants shall have already received the Pre-admission Letter issued by HNNU’s Department of International Cooperation and Exchange before submitting application form via the Chinese Government Scholarship Information System (CGSIS).
II. Notes
1. Before submitting online application, please read the Instructions for Chinese Government Scholarship Information System (CGSIS) (Appendix 1) and Chinese Government Scholarships Application (Appendix 2) carefully, and make sure the instructions are followed closely and all required documents uploaded in the system to secure a successful submittal. Documents in a language other than Chinese and English must be translated into English. The Physical Examination Report must be completely filled out.
2. A 5-minute self-introduction video is required for HNNU initial review. It should be in either Chinese or English, and include an applicant’s academic background, study plan, personal strengths, and aspired career choice upon graduation. The video shall be sent to study@hunnu.edu.cn. no later than April 10, 2022, using the applicant’s passport name and passport number as the E-mail’s subject line.
3. Once awarded a CGS scholarship, recipients who are still on the program must not apply for other scholarships (excluding single merit scholarships) funded by the Chinese government at all levels and by host institutions. Once found, the application will be disqualified and any disbursed fund retrieved. Failure to receive timely notification of concurrent financial aid can result in ineligibility for CGS programs for 3 years.
III. Application Process
1. Check out the programs on offer at HNNU, and find your major of choice by visiting the website of Study in China (http://www.campuschina.org) or HNNU official webpage(https://oiec.hunnu.edu.cn/info/1061/3216.htm).
2. Contact HNNU’s Department of International Cooperation and Exchange for the Pre-admission Letter.
3. Contact study@hunnu.edu.cn to get a QR code to join a WeChat group for applicants and HNNU admissions counselors who are ready to help.
4. Register and submit the Application Form online at the Chinese Government Scholarship Information System(http://www.campuschina.org). (See Appendix 2).
5. Online application is due to be submitted no later than April 10, 2022. Overdue applications will not be accepted.
6. No later than April 20, 2022, HNNU shall process all eligible applications by examining their study plan, academic performance, research capability, language proficiency, health condition, Certificate of Non-Criminal Record, etc.
7. A list of recommended candidates shall be submitted to the CSC no later than April 24, 2022.
